The (Portland) Bucks were created during a tumultous few months when it was unsure what the status of the Vancouver Vipers and Cowlitz County Cobras futures would be as the Pacific Football League merged with the Western Washington Alliance for one season in 2018.  Prospective sponsor Joel Darvell, former co-owner of the Rogue Warriors, and later a player with the Cobras in 2016 and 2017 headed the backup plan Bucks.
 
Basically existing on Facebook and holding a couple of tryouts, the Bucks never completed formation as the Cobras did end up playing in the WWFA that season (0-7) while the Vipers were listed with the WWFA but never made it to the field.  The Cobras too would shut down after the 2018 season.
